It has the authority to do pretty much whatever the hell it wants, so long as it's ostensibly in the service of the Pact. The Pact's primary purpose is to keep the Farlands weak and subservient, as well as to make sure they stay divided so that they can never again pose a meaningful threat to the members of the Pact. (There are technically six Farlands, but I'll explain that when we get to the map of Lynaeus.) The white star is supposed to represent the Pact, while the black star is supposed to represent the Farlands. It calls all territory not under it's control the Farlands, and thus all it's enemies tend to be called Farlanders. This continent is dominated by an alliance of nations officially called the Midlands Pact. Though you can pretty much think of Exile and Avernum as the same series, as the Avernum games are remakes of the Exile games plus a few additional sequels.
